Project Development Officer

Due to business expansion, we are actively seeking a Project Development Officer for the Business Development to be based in Philippines. This role reports to the Senior Project Development Manager.
Roles & Responsibilities
The Project Development Officer is a project-designated position assigned to the Atimonan Windkraft Corporation during the project development phase. The role serves as the Project Manager’s full-time on-site representative, overseeing day-to-day field coordination and supporting the successful delivery of the project.
The position is responsible for coordinating with government agencies, LGUs, host communities, landowners, consultants, contractors, and other key stakeholders to facilitate permitting, regulatory compliance, land access, stakeholder engagement, and other pre-construction activities. The Project Development Officer monitors site activities, manages project commitments, and provides timely updates to the Project Manager while escalating strategic, contractual, commercial, and other critical issues requiring management decisions.
The role requires continuous on-site presence within the project area and frequent travel to government offices and stakeholder locations to ensure effective project coordination and timely progress throughout the development phase.
1.Project Representation and Field Leadership
- Serve as the Project Manager’s designated on-site representative for the Quezon Wind Power Project.
- Maintain a continuous field presence to monitor project progress, coordinate day-to-day activities, and promptly address field issues.
- Represent the Project Manager during routine meetings, site inspections, consultations, surveys, and coordination activities within delegated authority.
- Monitor project implementation and identify risks, constraints, or issues that may affect project schedules.
- Provide timely updates and recommendations to the Project Manager and promptly escalate matters requiring management decisions
2.Government and Regulatory Coordination
- Coordinate the processing and monitoring of permits, licenses, endorsements, agreements, and regulatory approvals required before construction.
- Represent the Company during routine coordination meetings, inspections, and technical discussions with government agencies, including DENR, DOE, DPWH, LGUs, ERC, and other relevant authorities.
- Monitor permit status, validity, compliance requirements, and approval timelines to support project readiness.
- Coordinate with internal teams and regulatory agencies to facilitate permit approvals and resolve routine permitting issues.
- Escalate policy matters, significant regulatory issues, or approvals requiring management intervention from the Project Manager
3.Stakeholder and Community Relations
- Serve as the Company’s on-site representative in routine meetings with host communities, barangays, municipal governments, landowners, consultants, contractors, utilities, and other project stakeholders.
- Present approved project updates, development progress, schedules, and upcoming activities on behalf of the Project Manager.
- Facilitate discussions regarding project implementation, stakeholder commitments, and community concerns.
- Build and maintain productive relationships with stakeholders to support timely project implementation.
- Document stakeholder commitments, agreements, and action items and ensure appropriate follow-up.
- Escalates significant stakeholder concerns, disputes, or matters with commercial, legal, or reputational implications to the Project Manager.
4.Land Access and Site Coordination
- Coordinate land consultants, survey teams, legal representatives, and landowners to facilitate land acquisition, lease agreements, easements, and Right-of-Way activities.
- Monitor project site access requirements and coordinate the resolution of routine land access issues affecting project schedules.
- Coordinate site visits, inspections, surveys, and technical field activities required to support project development.
- Escalate unresolved onsite land access issues or matters requiring management intervention to the Project Manager.
5.Project Monitoring and Reporting
- Prepare weekly project progress reports covering permitting, stakeholder engagement, land access, project risks, RTB readiness, and key accomplishments.
- Maintain accurate project records, correspondence, meeting minutes, permits, stakeholder commitments, and project documentation.
- Keep the Project Manager informed of significant field developments, emerging risks, stakeholder concerns, and permitting issues.
6.HSSE and Site Compliance
- Promote compliance with the Company’s Health, Safety, Security, and Environmental (HSSE) policies during all project development activities.
- Monitor field activities to ensure consultants, contractors, and visitors comply with applicable safety, environmental, and regulatory requirements.
- Report unsafe conditions, environmental concerns, or compliance issues to the Project Manager and the appropriate contractor representatives.
- Coordinate with the Corporate HSSE Team to ensure pre-construction safety and environmental requirements are satisfied prior to construction mobilization.
Ideal candidate should possess;
- Bachelor’s Degree in Engineering, Environmental Science, Business Administration, Public Administration, Community Development, or a related field.
- Minimum of Three (3) years of experience in renewable energy, infrastructure, utilities, construction, project development, or a similar industry.
- Experience coordinating with government agencies, LGUs, regulatory authorities, and external stakeholders. Working knowledge of Philippine permitting processes, land acquisition, stakeholder engagement, and environmental compliance.
- Experience in utility-scale renewable energy or infrastructure projects is an advantage.
Work Arrangement
- Full-time field-based position located in Quezon Province.
- Expected to maintain a continuous on-site presence within the project area during the Ready-to-Build phase.
- Required to travel frequently within Quezon Province and, as necessary, to government agencies, regulatory bodies, utilities, consultants, and stakeholder offices to facilitate project implementation, permitting, inspections, meetings, and approvals.
- Occasional travel to the Company’s Head Office or other project locations may be required.
